Industrial clusters have become an important way to improve regional competitiveness in the context of increasingly fierce regional competition.Local governments lay emphasis on the nurturing and development of industrial clusters,while parks are an important carrier to form local industrial clusters.Parks,characterized by geographical agglomeration,foster agglomeration effect of related industries.When planning and constructing a park,the local government will allocate an area and formulate a series of preferential policies to attract and encourage a large number of enterprises to settle and develop by optimizing the soft and hard business environment,which creates conditions for forming industrial clusters and exerting their effects.Therefore,park building is the best way to promote urban economy and the formation of industrial clusters.A park will foster an enterprise cluster to form a three-dimensional and interwoven industrial chain ring,and is of significance to improve innovation capability and economic benefits.Therefore,RDI enterprise platform has established partnership with Hengqin New Area of Zhuhai,China-SCO Local Economic and Trade Cooperation Demonstration Area in Qingdao,"17+1"Economic and Trade Cooperation Demonstration Zone in Ningbo,Yuetang Financial Service Park in Xiangtan,and Yuetang Economic Development Zone.
Over the past three years,our strategic cooperation with Hengqin New Area of Zhuhai has been quite successful.The development of Hengqin New Area is closely related to Macao and plays a key role in promoting its diversified industrial development and supporting its integration into the overall development of China.Hengqin New Area continuously improves and innovates to serve Macao's development,aiming to realize all-round and in-depth expansion and extension of its cooperation with Macao.We have always regarded Hengqin New Area,a platform for in-depth cooperation between Guangdong and Macao,as a key pilot for park building.The Management Committee of Hengqin New Area made active efforts to explore the optimal cooperation path integrating"think tank+park",and we jointly established"RDI Zhuhai"Cooperation Center in 2019,which is referred to as"RDIZ".According to the"Strategic Cooperation Agreement between RDI and the Management Committee of Hengqin New Area",RDI would design the Shizimen Finance Week,organize experts and enterprises,introduce enterprise projects,and analyze related industries.RDI had provided systematic intellectual support for the development of Hengqin from 2018 to 2020.By offering services for the government,RDIZ has obtained strong support in terms of funds and projects,and obtained preferential policies for its growth and talent introduction in Hengqin New Area.
In 2020,RDIZ developed a number of research reports on the in-depth cooperation between Hengqin and Macao and high-quality development of Hengqin,such as Research Report on Giving Full Play to Macao's Unique Advantages and Building Hengqin Free Trade Port with Chinese Characteristics , Report on the Proposal to Further Strengthen in-Depth Integration of Macao and Hengqin , Report on Promoting Characteristic Finance in Macao and Fostering the Development of Portuguese-speaking Countries , Research on Strategic Positioning and Innovative Development Thinking of Hengqin,Zhuhai ,which have been highly valued and received comments from leaders of the Central Government;in addition,leveraging RDI's existing resources,it also organized or co-organized influential international academic conferences and forums,and normalized these conferences and forums in Hengqin.

In 2020,the two sides jointly held the 3 rd Shizimen Finance Week,which yielded important results.In particular,the Digital Alliance Programme(DAP)led by digital industrialization and industrial digitalization,and the BEYOND program which focuses on international conference and exhibition industry in Macao,will promote in-depth cooperation between Macao and Hengqin,and drive the gaming-supported economy of Macao to a digital economy.

In 2020,the Management Committee of Hengqin New Area assessed the achievements of RDI:First,the research report development targets have been exceeded,with some reports receiving recognition and comments from national ministries and commissions;second,it provided 4 positions for Macao college students participating in the summer internship program in Hengqin sponsored by the Management Committee;third,it co-sponsored the 3 rd Shizimen Finance Week,and brought together experts from various fields at home and abroad through RDI to plan new ideas for cooperation between Hengqin and Macao;fourth,in the section of"promoting moderately diversified economic development"of the Policy Address issued by the Macao SAR Government in 2021,the discussion on developing finance has been raised from the tenth place in 2019 to the second place,which reflects the significance of RDI's suggestions on the financial development of Hengqin and Macao,and further strengthens Macao's confidence in developing modern financial industry.We will continue our efforts to contribute the think tank's strength to high-quality development of Hengqin New Area and indepth cooperation between Hengqin and Macao,guide and nurture a number of core enterprises to settle in Hengqin,focus on digital economy to drive local industrial clusters of Macao and Hengqin,promote extensive and in-depth international cooperation of Zhuhai and Macao with Portuguese-speaking and EU countries,accelerate the integration and regional overall planning and coordinated development of Hengqin and Macao,and provide a larger new platform,new carrier and new space for diversified industrial development of Macao.

According to our experience in cooperating with Hengqin New Area,it is a model worth summarizing to provide scientific guidance on the innovation system of the parks based on local needs,promote and replicate its successful experience,introduce highquality enterprises and project resources,and foster breakthroughs in investment attraction,operation,management and service for the parks.We also cooperated with China Center for Information Industry Development(CCID)of the Ministry of Industry and Information Technology,Industrial Securities,China National Institute of Standardization,Quality &Standard Research Development Institute.BJ and other partner institutions to innovate the investment and financing modes for industrial park development,create a closed loop of park building and development,and build the park into a highland of innovation instead of a"lowland of policy",thus adding new impetus to the sustainable development of the park and forming systematic experience that can be replicated and promoted in park building and development.
