2020 is a milestone year in the history of China's development.This year,the Chinese people and the nation have achieved the first centenary goal—building a moderately prosperous society in an all-round way.2020 is also a proud year in the history of China's development.This year,China has achieved a great victory in poverty alleviation,and 20% of the world's population has embarked on the road to prosperity.2020 is a year in which China's"confidence in the path,theory,system and culture"and Chinese strength are manifested.In the face of the unexpected COVID-19 pandemic,we came together with a united spirit to fight against the pandemic under the leadership of the Communist Party of China(CPC)Central Committee with Comrade Xi Jinping at the core.Thanks to these collective efforts,China became the only economy in the world to have achieved positive economic growth.In the face of major"changes unseen in a century",the CPC Central Committee has strategized and mastered the overall situation,and systematically put forward new strategy and new requirements for grasping the new development stage,implementing the new development philosophy,building a new development pattern,and achieving high-quality development.At present,how to accurately grasp the development trend in the post-pandemic era,scientifically judge the development prospects of emerging industries,and efficiently integrate and effectively utilize the unique advantages of platform resources remains one of our important tasks in the future.
Since 2015,while focusing on research on the Belt and Road cooperation,RDI has also been paying close attention to the development of China's industries and enterprises,and established an enterprise service platform composed of high-quality enterprises.The platform has carried out a series of work such as"discovery,nurturing and presentation"of emerging technology-based enterprises that sprang up during the Fourth Industrial Revolution,and provided intellectual and resource support for the growth and development of many"Hidden Champions".A relatively complete platform service system has been established.By the end of 2020,the RDI platform has gathered 412 companies,32 cooperative institutions,73 domestic and foreign experts and scholars,more than 100 industry and enterprise experts,and has established strategic partnerships with 8 cities in China.
The Development Report of RDI Platform Enterprises(2020)mainly introduces the industrial layout of RDI platform enterprises and the related work of the platform in providing intellectual support for the optimization and upgrading of enterprises and industries and their sustainable development.
Ⅰ Work of RDI Enterprise Platform in the Context of"Dual Circulation"
RDI emerged in the waves of the New Globalization and the Fourth Industrial Revolution.As a new-type think tank with Chinese characteristics,it has precise positioning:①paying attention to hotspot issues at home and abroad and serving national decision-making institutions;②paying attention to enterprise development,with the RDI enterprise platform established to serve corporate and industrial development.Since 2015,it has hosted and undertaken 54 large-scale international forums,21 domestic high-end consultation conferences,16 professional seminars,etc.Through these activities,RDI enterprise platform has accumulated research results and experience on national strategic development direction and key policies,and formed a think tank network,international network,city network and enterprise network.
RDI platform enterprise network has a history of six years.During this period,we have always insisted on systematic discovery of enterprises and actively uncovered"Hidden Champions"in emerging technology fields across industries.The"discovery"efforts of the platform includes field research,background investigation,industrial analysis,market analysis and so on,which aim to ensure that enterprises on this platform have appropriate qualifications and strength,thus creating a high-quality enterprise platform.
After years of accumulation,RDI enterprise platform has gathered enterprises from most high-tech and livelihood industries associated with the Fourth Industrial Revolution,covering AI,intelligent manufacturing,smart city,infrastructure and new infrastructure,energy and new energy,health care,environmental protection,education,agriculture and food processing,culture and tourism and so on.In recent years,the cooperation among platform enterprises has grown stronger,leading to promoted crossborder integration and the emergence of a new economic growth point.
Ⅱ Development and Outlook of RDI Platform Enterprises
The RDI enterprise platform mainly focuses on policy guidance,financial support,local industrial introduction,international cooperation and resource allocation support.
First,we are committed to providing systematic policy guidance for platform enterprises.The key to policy guidance is to integrate the 14 th Five Year Plan with plans of local government at all levels,as well as industrial plans and special plans of relevant ministries and commissions,so as to provide a forward-looking guidance and project basis for enterprise development.We cooperated with national ministries and commissions such as National Development and Reform Commission(NDRC),the Ministry of Industry and Information Technology(MIIT),the Ministry of Finance(MOF)and the Ministry of Commerce(MOC),as well as research institutions such as the Chinese Academy of Social Sciences(CASS)and the Chinese Academy of Sciences(CAS)to obtain accurate information on national development trends;meanwhile,we established an expert committee composed of policy experts and leaders of various industries to continuously guide platform enterprises to integrate into national and local development plans and obtain relevant policy support through organizing discussions and exchanges,investigating enterprises and conducting relevant research.
Second,we attached great importance to the combination of industry and finance.We have established strategic partnership with relevant domestic financial institutions,especially the three-year cooperation with Hengqin New Area of Zhuhai,which has contributed to the development of Guangdong-Hong Kong-Macao Greater Bay Area.Hengqin is adjacent to Hong Kong and Macao,representing the only area in Chinese mainland connecting with the roads and bridges of Hong Kong and Macao,which is a unique geographical advantage.Hengqin benefits from the superimposed policy advantages of national new area,free trade zone,Guangdong-Hong Kong-Macao Greater Bay Area and has perfect industrial supporting measures.It is the most ideal area for exploring the in-depth financial cooperation among Guangdong,Hong Kong and Macao.As the foothold for the cross-border extension of domestic financial institutions,financial enterprises settled in Hengqin can better integrate into the financial markets of Hong Kong and Macao.In order to coordinate with Hengqin's financial resource agglomeration plans and measures,we have jointly established the RDI(Zhuhai)branch(referred to as RDIZ)to systematically connect financial resources with the industries.Since 2018,we have successfully held three sessions of Shizimen Finance Week,gathered resources from all walks of life such as politics,economics,business and think tanks,and built a high-quality industry and finance connection platform,which enhanced Hengqin's brand influence.We have also cooperated with military-civilian integration funds,local industry guidance funds and various commercial investment institutions to continuously improve the awareness and ability of platform enterprises to carry out financial cooperation,so as to contribute to sci-tech innovation and the sustainable development of the real economy.
Third,we paid attention to the optimization of business environment and led"investment attraction"with"industrial introduction".With the great attention of the CPC Central Committee,the State Council and local governments at all levels,great progress has been made in optimizing the business environment.We always take"industrial introduction"as one of our key tasks.In this regard,we are committed to establishing a model integrating industry,investment and local government,systematically designing industry guidance schemes according to the characteristics of local business environment and resource endowment,and actively providing various financial resources,so as to systematically assist local governments in realizing industrial upgrading through investment attraction.
Fourth,we actively guided enterprises on the platform to participate in the Belt and Road Initiative.We have established contact with the Silk Road Think Tank Association under the International Department of the CPC Central Committee,the Chinese People's Association for Friendship with Foreign Countries,China Chamber of International Commerce and other domestic institutions,as well as the international cooperation agencies and embassies of the member states of EU,Shanghai Cooperation Organization,17+1 Cooperation between China and Central and Eastern Europe,and RCEP.Through organizing exchanges between domestic and foreign governments,enterprises,investment institutions,and think tanks,we try to seek business opportunities and markets for Belt and Road cooperation for the platform enterprises,and provide intelligent support for the effective prevention and control of international business risks and building sustainable international cooperation.
Fifth,we established a supporting system for enterprise development.In the process of exploring the best approach to cooperate with enterprises,RDI enterprise platform has formed a systematic and comprehensive enterprise service system composed of seven core elements,including legal services,policy research,technical standards,information services,financial support,culture and brand,and capacity building.This system has served the enterprises well in optimizing resource allocation and strengthening capacity building,and empowered them to transform and upgrade and support each other in expanding overseas operation,thus effectively implementing the strategy of Chinese companies going global,and promoting their involvement in the Belt and Road Initiative.
Ⅲ Industrial Layout of RDI Platform Enterprises Under the Belt and Road Initiative
Since 2015,RDI enterprise platform has been focusing on presenting excellent enterprises on the platform to the local governments,market,investment institutions and international organizations,which has well expanded the space for value creation for these enterprises.
RDI high-level consultative conferences and forums have become important carriers for presenting RDI platform enterprises.At present,we have formed a series of exchange and cooperation platforms,including international forums,high-level consultative conferences of provincial and local governments,and special seminars of national ministries and commissions.RDI enterprise platform has actively presented excellent enterprises to participate in the conferences according to the themes,and promoted indepth exchanges between enterprises and local governments,and between enterprises and investment institutions by means of theme forums.In 2020,RDI organized a number of meetings,such as the Shizimen Finance Week in Zhuhai,the High-level Consultative Conference on"Ecological Protection and High-quality Green Development of the Yellow River Basin in Qinghai",the B&R Green Productivity Forum,the Seminar on"Achieving Integration of Primary,Secondary and Tertiary Industries in Agriculture and Promoting the New Development of Smart Community",and the Highlevel Consultative Conference on"Promoting the Coordinated Development of the Beijing-Tianjin-Hebei Region and Building Baoding into a Modern City".Hundreds of RDI enterprises such as CETC,CCECC,Glodon,Tellhow Sci-Tech,Zhongyang Construction,Iluvatar CoreX,Guangdong Yuchen,BRIC,Tianzhuang EBP,Owin,Minsheng Industrial,Landing Med and MingMed Biotech were invited and a platform to present enterprises was built.
For key enterprises,RDI platform also helps them analyze development problems through special investigations,and introduces them to partners and investment institutions.In 2020,it organized special investigations based on the needs of enterprises,and invited authorities concerned to participate in seminars on the development of industries such as digital technology,biomedicine and environmental science and technology.
The Development Report of RDI Platform Enterprise(2020)consists of three parts:PartⅠintroduces the related work of RDI enterprise platform around the development of industries and enterprises;PartⅡreviews RDI platform enterprises and projects,and focuses on 15 key enterprises discovered,nurtured and presented in 2020;PartⅢpresents industrial layout of the RDI platform enterprises under the Belt and Road Initiative;and the appendixes introduce the team of RDIZ and provides the list of RDI platform enterprises.
We believe that by persistently"discovering,nurturing and presenting"outstanding enterprises,RDI enterprise platform will assist more enterprises in carrying out coordinated development and cross-border integration of industrial chains,support more enterprises to integrate into national development strategies,participate in local industrial optimization and upgrading,and facilitate more enterprises to access capital,technology and market space,guiding more enterprises to respond to the Belt and Road Initiative,so as to make contributions to the construction of the"dual circulation"pattern,major technological innovation and industrial upgrading,regional economic development,and high-quality"Belt and Road"cooperation.
