In accordance with the Opinions on Further Deepening the Reform of Tax Collection and Administration issued by the General Ofice of the CPC Central Committee and the General Office of the State Council in March 2021, the STA deepened and expanded 31 reform measures and carried out 74 high-quality specific measures.These efforts were based on the solid work done in 2021 and the key breakthroughs made in 2022, ensuring meticulous and coordinated execution of various reform tasks. The Electronic Tax Invoice Service Platform was launched nationwide. The pilot program of fully digitalized tax invoice was further promoted. And a new E-tax Service, which was unified and standardized nationwide, was launched in several regions such as Sichuan province. All these have effectively enhanced the digitization, intelligence and scenario-based capacity of tax governance. The revision of the Tax Collection and Administration Law were accelerated. The newly-revised Invoice Management Measures was enacted,and the Detailed Rules for the Implementation of Invoice Management Measures was also revised and issued correspondingly. The tax network and data security protection were further strengthened. A new pattern of tax governance for large enterprises was being built up rapidly,and the service and management capabilities of key tax sources were further improved. The co-governance of taxation was expanded and deepened through promoting all 31 provinces(autonomous regions, municipalities) across the country with the introduction of measures to ensure the co-governance of taxes and fees.
