Implementing Tax and Fee Preferences

Based upon the assessment and analysis of tax and fee preferences that expired in 2023 and would expire in 2024, the STA put forward relevant policy proposals and cooperated with the Ministry of Finance in issuing 77 tax and fee preferences that were renewed, optimized and improved in five batches. The STA also thoroughly implemented the policies and the approach of “Policies Looking for People”. From August to December 2023,it accurately pushed policies to 670 million households or persons through the E-tax Bureau.Throughout the year, more than 82 million tax and fee reduction lists were sent to various types of business entities. It strictly and quickly cracked down on illegal enjoyment of tax and fee preferences or maliciously obtaining tax and fee refunds by fraud so as to ensure that the policy dividends were accurately delivered. In 2023, the amount of newly-introduced tax and fee cuts,tax refunds and deferrals amounted to 2 228.99 billion yuan, of which more than 40% benefited the manufacturing and related industries, and more than 60% benefited micro, small and medium sized enterprises, which effectively supported economic recovery. With the strong support of various policies such as tax and fee cuts, 16.876 million new tax-related business entities were set up in 2023.

“Policies Looking for People”

The “Policies Looking for People” approach is a service innovation carried out by tax authorities based on big data. Based on information of different industries, types of enterprises and identities of personnel, tax and fee policies are intelligently matched with the applicable targets to ensure that eligible enterprises shall receive policies that meet their actual needs in a timely manner. Based on platforms such as the E-tax Bureau, tax authorities not only send differentiated contents to legal representatives,financial directors (CFOs), and personnel responsible for dealing with tax matters, but also closely keep track of the process to provide warm notification beforehand, dynamic reminders during the process, and follow-up inquiries afterward.
