Preface

Poverty eradication and people's livelihood improvement are decisive reflections of Public Private Partnerships（PPP）Reform to elevate people's sense of gain. How to make use of the multi-forms of attracting capital, and bringing in wisdom and mechanisms on the basis of learning from valuable international experiences and weighing the current domestic development actuality, and with the aid of PPP to help win the battle against poverty and technical difficulties serves as a critical mechanism to promote the development of poverty reduction, targeted poverty alleviation and eradication, and explore PPP in facilitation of poverty reduction and eradication both at home and abroad, which is conducive to further playing the role of PPP reform in promoting modernization of national governance system and capability, and hence enabling the reform fruits to benefit more people.

According to the Party Central Committee's strategic plan, by 2020 poverty eradication will be a great task that must be completed in concerted efforts of the whole party and nation. Poverty reduction development will be an even more tough challenge that mankind will face for a long time to come.In order to systematically study the manifold problems of traditional poverty alleviation model and deeply analyze the underlying mechanism and logic of PPP model in poverty alleviation, under the guidance of the State Council Leading Group Office of Poverty Alleviation and Development and with the support of the Institute on Poverty Research at Peking University, Hunan University, Beijing Fortune Consulting Limited Corporation and Beijing Yuntian Xinfeng Investment Management Center, etc.the PPP Center of Ministry of Finance, PPP Research Center of Peking University and United Nations Development Programme（UNDP）jointly completed the compilation of the subject in hope of establishing a theoretical and practical bridge between PPP and poverty alleviation to provide reference materials for the application and exploration of PPP in poverty alleviation, and to enhance the development space of PPP model in China.
