1.2 Scientific principle and risk management technology

1.2.1 Scientific principle

Scientific Principle involved in this work is mismanagement from accident causing theory.According to the theory,four elements lead to accidents:workers’improper operation,unsafe production environment,products’unstable status and mismanagement,as shown in Fig.1.1.

Mismanagement theory argues that the essential cause of accidents is mismanagement.Faults in management result in improper operations,unsafe environment,unstable states and managers’misconducts,causing enormous accidents and losses.According to F.Bird [4] ,deficiency in workers and products leaded to accidents directly,while the underlying reason lied in mismanagement.Therefore,accidents could only be prevented efficiently by identifying essential reason,improving management and controlling unstable factor,like workers and products.Edward Adams also believed that,managers’negligence and leaders’failure in decision-making had decisive influences on enterprise management and accident prevention.Those faults reveal problems in management system of enterprises.In order to fix them,the organization,target and plan of management needs to be clarified and decided.

Mismanagement theory blamed accidents on management deficiency that caused by risks in safety production management.These risks have caused potential danger to workers,products and environment,ultimately leading to coal mine accidents(See Fig.1.2).It was also argued that the essence of safety production management rooted in its risks,and that was what this work focuses on.

1.2.2 Risk management technology

The risk management technology involved in the work is based on Enterprise Risk Management Integrated Framework issued by COSO in September 2014.This framework integrated risk management with various enterprise activities,and introduced a strategic target.ERM,the integrated framework combined with enterprise target,performs internal control and risk management in 8 parts.Specifically,they are internal environment,objective setting,event identification,risk assessment,risk response,control activity,information communication and surveillance.Fig.1.3 showed the eight elements and their operational processes.
