As one of the important energy sources and industrial materials in China,coal plays a strategic role in the national economy.Owing to its abundant reserve,low cost and widespread distribution,coal,rather than oil and gas,remains to be the main source of our energy and strategic supplies.Although its proportion in the whole energy structure is decreasing,there is no doubt that coal will keep its fundamental position in the long term.
However,in addition to its wide distribution in China,the mining conditions of coal are complex.In this context,the safety and sustainability in coal production turns out to be important and challenging.
The work analyzed irregularities and accidents in routine production,as well as safety requirements and conditions in relevant operating regulations.Expertise of mining safety production was also involved.Based on these studies and risk management techniques in ERM framework,the work aimed at the following parts.
(1)The influencing factors in coal productions and internal conditions in its management were studied.Thus a safe environment in its production and management was provided from both theory and standards.
(2)A warning model for coal production safety was built by researches on hazard identification and risk assessment,as well as data collection,mining and processing.Moreover,a system of rewards and publishments was also introduced after analyzing the connection between hidden hazards and management issues.Therefore,theoretic basis and suggestion could be offered for safety management and supervision in coal industry.
(3)A software program was applied on the network management platform to monitor process for efficient communication and management.Besides,based on the rewards and punishment systems,continuous alerts promoted the development of awareness and capability of safety management.In this way,management risk was reduced,and coal mining accident was decreased or eradicated.
(1)and(2)were completed in this work,while their further development,(3),will be realized by the support of college and a coal mining company.To be specific,(1)aimed to study coal safety production in theory,providing promise and basis of its risk management.Meanwhile,(2)covered the core content of coal risk management.Furthermore,as a basic research of theoretical application,the study approaches and conclusions of the work offered reference value to accidents prevention in other fields.
From 2000 to 2014,coal mining accidents in China have caused more than 2,500 deaths per year.In fact,recent years have witnessed gradual improvements in safety production of coal mine,and the death rate per million ton declines by 20 percent each year.However,the whole situation remains to be serious.In October and November 2014,three gas explosions,with over 70 deaths in total,stroke China successively.They brought the safety issue of coal production into public attention again.Except for the secondary nature disasters causing huge losses,risk management in production process was also to be blamed for its low level.Therefore,the study focused on this part is of great importance and urgency.
We Studied based on ERM(Enterprise Risk Management)has been relatively comprehensive both at home and abroad.Risk management in other fields is also progressing smoothly with ERM framework.However,it is still rare to apply ERM theory in risk identification and warning methods during coal production.With its various and complicated risk sources,coal production will benefit little only by improving parts of the management.Regarding various risk sources as a whole part,researches with ERM system is quite advanced and innovative.
A warning model was built by the researches on risk identifications and warning methods in coal production.The connections between risk identifications and warning methods also indicated new warning methods to prevent problems of risks and managements.In this way,theoretical foundations and policy recommendations were provided for national safety management and supervision in coal industry.Practically,risks in coal production will be reduced,and accidents be prevented.By keeping miners safe,this work is of great theoretical and practical significance.
In conclusion,researches on risk identifications and warning methods in coal production have been developed in various aspects with outstanding achievements.However,systemic discussion with ERM principle is still at a preliminary stage.Thus,this work is a meaningful trial in coal industry with theoretical and practical significance.
