Abstract： AbstractThe report of the 19th National Congress of the Communist Party of China pointed out that China's economy has changed from a high-speed growth stage to a high-quality development stage，and made a new scientific expression of the main contradiction in the new era of socialism with Chinese characteristics，that is，“the contradiction between the people's growing need for a better life and unbalanced and inadequate development”. Consumption，as an economic activity that directly meets people's living needs，is the realistic embodiment of “the need for a better life”. With China's economy entering a new normal，consumption plays an increasingly fundamental role in economic development，and has gradually become the first driving force for economic growth. In this process，the per capita GDP jumped from USD 5，000 to USD 10，000，and the consumption structure changed from providing for people's basic needs to striving to improve their quality of life. On the basis of meeting the basic consumption needs，it changed from imitative and wave-sweeping consumption to personalized，diversified and multi-level consumption，and paid more attention to consumption quality，added value，and value functions such as brand，experience，quality and taste，and pursuing quality.As an intermediate link between production and consumption，circulation undertakes the functions of promoting consumption and leading production. Driven by technological progress，the circulation mode has been continuously innovated and iterated，especially the new technologies such as big data，cloud computing and artificial intelligence have developed innovative circulation formats，reshaped consumption patterns，promoted the value reconstruction of industrial chain and value chain，and promoted the transformation of enterprises to customization and intelligence，so as to better meet the demand for quality consumption.This report starts with quality consumption，investigates its development rules and supporting conditions，and then studies the theoretical mechanism and methods of promoting quality consumption from the perspective of circulation innovation. Because circulation innovation involves many fields，including circulation technology and circulation mode，the integration of technology，mode and capital makes the contents of circulation innovation richer. As the core driving force of circulation innovation，technological innovation and the resulting business model innovation and system innovation together constitute the core content of circulation innovation. Based on this，this report explains the role and influence of circulation innovation on quality consumption from three angles：business model innovation，logistics technology innovation and circulation system innovation，and puts forward systematic countermeasures and suggestions from the aspects of enterprises，supply chain，system mechanism and production mode，so as to better meet the actual consumption demand and dig deeper into the potential demand，thus promoting the improvement of production supply level and service provision capacity supporting quality consumption，further enhancing the main engine position of consumption in economic development and promoting high-quality economic development
