内容摘要

《中华人民共和国经济和社会发展第十四个五年规划和2035年远景目标纲要》均明确将建设西部陆海新通道作为服务国家大战略的重大工程之一,西部陆海新通道迎来新发展机遇,肩负新时代使命。西部陆海新通道是“一带”与“一路”的有机衔接,是促进我国形成“陆海内外联动、东西双向互济”的更加开放和融合发展新局面的重要举措之一。西部陆海新通道建设有助于完善国家物流枢纽布局、形成西部新格局、加快城市群和都市圈轨道交通网络化、带动城乡物流体系协调发展、促进现代化交通强国建设。作为一条综合性国际贸易大通道,西部陆海新通道将会是我国新时代下一体化、现代化物流运输体系的一个重要组成部分,其沿线节点现代物流业发展有利于解决西部地区要素流通不畅、内部分化及市场开放程度较低等问题,对于我国形成对外贸易新格局、加快构建国内国际双循环新发展格局具有重有意义。

鉴于此,本书将深入研究西部陆海新通道沿线节点物流业协同发展问题,按照理论分析——现状分析——问题分析——对策建议的研究思路,在阐述相关理论、提炼相关机理的基础上,描述了西部陆海新通道沿线节点现代物流业协同发展的现状,剖析了协同发展中存在的问题,并提出针对性的对策和建议。本书分八章对西部陆海新通道沿线节点现代物流业协同发展问题进行了深入、系统的探讨,研究的内容框架安排如下:

第一章是绪论。首先,论述了选题的背景和意义,并对与选题相关的国内外研究动态进行了详尽的阐述和梳理。其次,介绍了与本书有关的研究动态与研究评述,并对研究内容进行阐述。最后,阐述了本书研究方法的创新之处与研究不足。

第二章是研究理论基础。本章基于协同学理论、系统论、交易成本理论、产业联动理论的基本观点和方法,为西部陆海新通道及其沿线节点城市物流发展提供理论基础。并总结了西部陆海新通道与沿线节点城市物流发展的协同特征,西部陆海新通道与沿线节点城市物流发展引入协同学的可能性和必要性,以及西部陆海新通道与沿线节点城市物流发展融入交易成本理论的意义。

第三章分析西部陆海新通道的演变、战略定位与功能,结合现代物流业发展的内涵、特征与范畴,将基础设施互联互通机制、产业联动与协同机制、资源共享与互化机制、生产要素互用与对流机制、空间联动与耦合机制应用于西部陆海新通道沿线节点现代物流业协同发展中,形成了西部陆海新通道与沿线节点现代物流业协同发展的机理。

第四章详细介绍了西部陆海新通道建设现状、沿线节点现代物流业发展现状,并重点分析了西部陆海新通道沿线节点现代物流业发展的相关政策,这些政策主要集中于金融、交通物流设施发展、加强区域联动合作、深化国际贸易合作四个方面。

第五章利用西部城市2010—2019年的数据描绘了西部陆海新通道沿线节点现代物流业发展现状的特征事实,从发展基础、发展质量、发展效率以及发展贡献四个维度构建了西部陆海新通道现代物流业水平评估指标体系,并运用熵值法对西部陆海新通道沿线节点现代物流业发展水平进行了评估。

第六章从深度融通西部物流枢纽、促进区域要素流动、推动区域产业集群、维持国家经济稳定四个角度分析了内循环的协同发展效应,从建设西部国际通道、跨境电商、改善国际投资环境三个方面分析了外循环的协同发展效应,并进一步从建立要素对流通道、优化市场供需结构、抵御国际环境风险等视角深入研究了国际国内双循环的西部陆海新通道沿线节点现代物流业协同发展效应。

第七章分析了西部陆海新通道沿线节点现代物流业协同发展的机遇与障碍。一方面,结合“一带一路”建设、区域全面经济伙伴关系协定(RCEP)、中国—东盟自由贸易区(CAFTA)升级版建设、西部大开发、国际国内双循环等背景分析了西部陆海新通道沿线节点现代物流业协同带来的发展机遇。另一方面,从协调发展机制、现代物流业的信息化和标准化进程、区域交通和产业布局、西部陆海新通道物流长远发展规划等方面深入探讨了阻碍西部陆海新通道沿线节点物流业协同发展的潜在因素。

第八章是政策建议部分。分别从构建沿线节点现代物流业协调发展机制,加强西部陆海新通道现代物流信息平台建设,促进沿线节点交通、物流与商贸融合发展,统筹沿线节点现代物流业规划建设等方面提出了促进西部陆海新通道沿线节点现代物流业协同发展的对策建议。

Abstract

Both the“14th Five-Year Plan”andthe Long-Range Objectives Through the year 2035 clearly regard the new western land-sea corridor as one of the major projects for serving the national grand strategy. The new western land-sea corridor will usher in new development opportunities and shoulder the mission of the new era. The new western land-sea corridor is an organic connection between“One Belt”and“One Road”, and is one of the important measures to promote China to form a new development situation of“land-sea domestic and foreign linkages, mutual assistance between the east and the west”which is more open and integrated. The construction of the new western land-sea corridor will help improve the layout of the national logistics hub,form a new pattern in the west,speed up the network of rail transit in urban agglomerations and metropolitan areas,promote the coordinated development of urban and rural logistics systems,and promote the construction of a modern transportation power. As a comprehensive international trade corridor,the new western land-sea corridor will be an important part of the integrated and modern logistics transportation system under the new era in China. The development of modern logistics industry at the nodes along the route is conductive to solve the problems of poor circulation of factors,internal differentiation and the degree of market opening in the western region,which is of great significance for China to form a new pattern of foreign trade and speed up the construction of a new development pattern of domestic and international dual circulation.

In view of this,this book will deeply study the problems of coordinated development of modern logistics industry at the nodes along the new western landsea corridor. According to the research ideas of theoretical analysis,current situation analysis, problem analysis and countermeasures, this book is based on expounding relevant theories and refining relevant mechanisms to describe the current situation of the coordinated development of modern logistics industry at the nodes along the new western land-sea corridor. And this book discovers the problems in the coordinated development, and puts forward targeted countermeasures and suggestions. This book is divided into eight parts to conduct an in-depth and systematic discussion on the coordinated development of the modern logistics industry at the nodes along the new western land-sea corridor. The content framework of the research is as follows:

The first chapter is the introduction. Firstly, it discusses the background and significance of this topic,and also elaborates and sorts out the domestic and foreign research trends related to this topic. Secondly, it introduces the research trends and research reviews related to this topic, and expounds the research content. Finally,this chapter introduces the research methods,research innovations and research deficiencies.

The second chapter is the theoretical analysis. Based on the basic viewpoints and methods of synergetics theory, system theory, transaction cost theory,and industrial linkage theory, this chapter provides a theoretical basis for the new western land-sea corridor and the logistics development of nodes along the route. It also summarizes the synergistic characteristics of the western landsea new corridor and the logistics development of nodes along the route, the possibility and necessity of introducing synergy between the new western landsea corridor and the logistics development of nodes along the route,and the significance of integrating the transaction cost theory in the new western land-sea corridor and the logistics development of nodes along the route.

The third chapter analyzes the evolution, strategic positioning and functions of the new western land-sea corridor.Combining with the connotation, characteristics and scope of the development of modern logistics industry,it applies the mechanism of infrastructure interconnection,industrial linkage and coordination mechanism,resource sharing and mutualization mechanism,and production factors interoperability and convection mechanism, spatial linkage and coupling mechanism to the coordinated development of the modern logistics industry at nodes along the new western land-sea corridor, forming a mechanism for the coordinated development of the modern logistics industry at nodes along the new western land-sea corridor.

The fourth chapter introduces in detail the current situation of the construction of the new western land-sea corridor and the development status of the modern logistics industry at the nodes along the route,and focuses on the analysis of the relevant policies for the development of the logistics industry at the nodes along the new western land-sea corridor. These policies mainly focus on finance,the development of transportation and logistics facilities, strengthening regional linkage cooperation and deepening international trade cooperation.

The fifth chapter uses the data of western cities from 2010 to 2019 to describe the characteristics and facts of the logistics development situation at nodes along the new western land-sea corridor,and constructs the evaluation indicators of logistics level along the western land-sea corridors from the four dimensions of development foundation, development quality, development efficiency and development contribution. And it uses the entropy method to evaluate the development level of logistics at nodes along the new western land-sea corridor.

The sixth chapter analyzes the synergistic development effects of internal circulation from four perspectives of the deep integration of the western hub,the promotion of regional factor flow, the promotion of regional industrial clusters,and the maintenance of national economic stability. And it analyzes the synergistic development effect of external circulation from three aspects: the construction of western international corridor, cross-border e-commerce and improvement of the international investment environment. Furthermore, from the perspective of establishing factor convection channel, optimizing market supply and demand structure, and resisting international environmental risks, this chapter deeply studies the coordinated development effect of modern logistics industry at the nodes along the new western land-sea corridor route under domestic and international dual circulation.

The seventh chapter analyzes the opportunities and obstacles for the coordinated development of modern logistics industry at the nodes along the new western land-sea corridor. On the one hand,it analyzes the development opportunities in the context of“Belt and Road”construction, Regional Comprehensive Economic Partnership Agreement(RCEP), China-ASEAN Free Trade Area (CAFTA)upgrade construction, Western Development, and domestic and international dual circulation. On the other hand,it discussed in depth the potential factors hindering the coordinated development of modern logistics industry at nodes along the new western land-sea corridor from the aspects of coordinated development mechanism,informatization and standardization process of modern logistics industry, regional transportation and industrial layout, and the longterm development plan of logistics along the new western land-sea corridor.

The eighth chapter is the part of policy recommendations. Respectively from the perspectives of constructing a coordinated development mechanism for modern logistics at nodes along the route, strengthening the construction of a modern logistics information platform along the western land-sea new corridor, and promoting the integrated development of transportation, logistics and commerce at nodes along the route, coordinating the planning and construction of the modern logistics industry at the nodes along the route,this chapter puts for ward countermeasures and suggestions to promote the coordinated development of modern logistics industry at nodes along the new western land-sea corridor.
