Abstract

Abstract： Local cooperation plays a critical part in cooperation between China and Central and Eastern European countries （CEEC）. It does not only largely diminish the influence of the differences in market situations of China and CEE countries，but also effectively motivate local governments in China to actively participate in China-CEEC cooperation，which further strengthens the cooperation network with greater synergy between the central and local authorities in China. Cooperation at the local level also helps strengthen the inner drive to leverage complementary advantages of China and CEE countries，and improve the cooperation mechanism at a faster pace. It is fairly recognized that only by taking root locally can China-CEEC cooperation absorb more nutrients. In this view，the book comprehensively summarizes the effectiveness of China-CEEC local cooperation and objectively evaluates the docking of policies and strategies，so as to further explore the opportunities and potential for cooperation between localities of China and CEE countries.

The book consists of two parts：a general report and local reports. The general report presents a system of indicators to assess the performance of China-CEEC local cooperation in terms of facilities connectivity，economic and trade cooperation，policy docking，people-to-people and cultural exchange，and think tank participation. Through quantitative methods，the system measures the differences in the cooperation between localities of China and CEE countries，and refines the analysis of competitive advantages of respective localities，which helps provide guidance for the future development of China-CEEC local cooperation in an accurate，transparent and predictable approach.

The local reports contain detailed case analysis of typical local cooperation between a number of Chinese provinces and cities and CEE countries. We conduct in-depth discussions on the current situation，trends，bottlenecks and challenges of the cooperation considering respective characteristics of the localities. Based on our findings，we propose differentiated measures and suggestions，and provide appropriate instruction for further coordinating China-CEEC local cooperation. The reports also offer valuable experience for China to diversify international cooperation at the local level while enhancing cooperation effectiveness.
