Abstract

Abstract： During the 13th Five-Year Plan period，the General Secretary Xi Jinping visited Qingdao twice in person and entrusted Qingdao with the important tasks of “hosing a good meeting and invigorating a city”，building a modern international metropolis，and building a new platform for international cooperation under the construction of the Belt and Road Initiative. Qingdao has been approved to build the China-SCO Local Economic and Trade Cooperation Demonstration Area （SCODA），providing new opportunities for participating in the Belt and Road Initiative. It is a major historical mission entrusted to Qingdao by the Communist Party of China （CPC） Central Committee to build the SCODA，a new platform for international cooperation under the Belt and Road Initiative. SCODA's early development in logistics，trade，production capacity and people-to-people cooperation has laid a solid foundation for its deep participation in the Belt and Road Initiative and building a new platform for international cooperation. This report analyzes in detail the relationship between SCODA and the SCO cooperation，the construction of the Belt and Road Initiative，and national development strategies of China，etc. and focuses on the “four major centers” of SCODA，and presents a review of the achievements and challenges of the current stage of SCODA，as well as policy recommendations to promote the construction of the “six platforms” of SCODA and to serve the construction of the Belt and Road Initiative.
