Abstract

Abstract ：China-Africa production capacity cooperation is an important part of international production capacity cooperation.Africa has become an important direction of China's international production capacity cooperation because of its advantages of good relationship with China，natural resources，population，low labor price，and strong willingness to embrace China's industrial transfer.Supported by the Belt and Road Initiative （BRI） and the Forum on China-Africa Cooperation （FOCAC），China has set up production capacity cooperation pilot program in African countries of Egypt，South Africa，Ethiopia，Kenya and Tanzania since 2015，and implemented a large number of cooperation projects such as infrastructure，industrial parks，labor-intensive manufacturing，agriculture，energy mining and other fields，which has effectively promoted Africa's industrialization，urbanization，sub-regional integration，making positive contributions to the inclusive economic and social development of Africa.However，due to the unbalanced development and fragile internal impetus of Africa，together with a surging debt crisis，China-Africa production capacity cooperation is still besieged by four fundamental challenges of unsustainable，unbalanced，asymmetric and uneven development.With an increasingly complicated international environment caused by the global spread of COVID-19 pandemic since 2020，China-Africa cooperation was even frustrated by an imminent threat of development stagnation.The pandemic has further deteriorated the capability of African economic development，whose adverse influence was exerted over Chinese enterprises in Africa.Meanwhile，in order to deal with China's growing influence in Africa，the Western powers have taken different measures to curb on China's activities in Africa，which has given an increasing pressure on China-Africa production capacity cooperation.

Lookingahead，the pandemic has neither damaged the basic feature of reciprocity of China-Africa economic partnership，nor has changed the trend of sustainable development of relationship between both sides.Moreover，competition from the Western powers would not challenge China's obvious advantages in industrial development and infrastructural construction，which has guaranteed a promising future.Especially guided by the 8 ^th Ministerial Conference of the Forum on China-Africa Cooperation （FOCAC） and China-Africa Cooperation Vision 2035，China and Africa will not only continue to inject new impetus to traditional fields such as manufacturing，infrastructure，energy mining and agriculture，but also focus on emerging fields of digital economy，low-carbon and green industries，health and vocational education through synergy of development strategies.In order to promote China-Africa production capacity cooperation to a high level of new quality and efficiency，it is suggested that China should take full advantages of Africa's endeavour on building the African Continental Free Trade Area （AfCFTA），and on the one hand increase the import of non resource products from Africa，and on the other hand set up several large regional industrial parks in key African countries to promote trade through investment，jointly putting forward Africa's economic transformation through building a new pattern of “dual circulation”.The sustainable development also calls for strengthening China-Africa financial cooperation through a innovative mode of investment and financing，which would facilitate both sides' cooperation on production capacity.In order to avoid increasing cooperation risks，the Chinese government should urge relevant African countries to improve the investment environment，maintain policy continuity，and speed up the signing and implementation of bilateral investment protection agreements and Double Taxation Avoidance agreements with relevant countries.Additionally，China should also continue to promote trilateral and multi-party cooperation，and strive to create an open and multi-dimensional way of cooperation with Africa，so as to deal with the competition pressure brought by the Western powers.With more and more private enterprises entering Africa，all Chinese enterprises should pay more attention to the building of an intact management system of compliance，improving advantages of compliance of Chinese enterprises and safeguarding their image in oversea markets.
