Introduction ：During these years，differences among different regions especially between rural and urban have resulted in non-equalization development of public sports service in China.Meanwhile，the differentiation of social class revealed the problem of public sports service for social vulnerable groups gradually.The non--e-qualization of public sports service has become the key factor that influences social harmony.
Methods ：Taking Guangdong province as an examples，and adopting literature，interview，investigation and questionaire，this paper investigated the situtation of public services for urban sports in nine cities in Guangdong Province，analyzed the factors and explored some possible approaches to equalizating sport public service in order to promote the healthy development of economy and social harmory in Guangdong Province.
Results ：（1）There are 43，832 sports facilities in the 9 cities of the pearl river delta，and it occupies 56.5％ of the sports facilities of Guangdong province.On the contrary，it is less than 10％ in the north of Guangdong province.It shows that the distribution of sports facilities between cities and countryside in Guangdong province is in severe imbalance.（2）Some sports departments of regional administrations have been eliminated or merged into other departments.Even in current sports organizations of the north or east of Guangdong province，there are still some problems such as having little number，with half-administratived characteristics，and with irregular management.（3）The distribution of sports instructors among different regionas is unreasonable.For example，Guangzhou，the capital city with only 8.19％ population of the whole province，occupies 28.28％ of all of sports instructors in Guangdong province；however，Zhanjiang，a south-west city of Guangdong province with the same population as Guangzhou，has only 4％ of all of sports instructors in Guangdong province.（4）As far as sports activities concerned，there are much more in the cities of the pearl river delta than that in other cities in Guangdong province.
Discussion/ Conclusion ：（1）There are several important factors influencing the non-equalization situation of public sports service in Guangdong Province：firstly，the input unit of Sports Public Service is single.Only the government invests in the public sports service，and the investment is much less than the need.Moreover，most of the investment from the government is put into competitive programs.Secondly，the imbalance of economic development in Guangdong province and the lack of public sports resources result in the imbalance of sports services among the cities，between the cities and countryside.Thirdly，the system of laws and policies is imperfect，and the system of achievement evaluation is lacked.Finally，the public sports organizations are imperfect，and members of social vulnerable groups couldn’t own the rights to share the resources of public sports.（2）Some possible approaches of equalizing public sports service in Guangdong Province could be chosen.Firstly，sports public service in Guangdong province should be socialized，with government making the whole plan and sport enterprise and other units provide sport public products according to social demand in order to compensate the shortage of governmental products.Secondly，sports public service in Guangdong province should be diversified，with different modes of supply such as governmental purchasing，governmental authorization，or market supply.Thirdly，market standard should be used to distribute public resources and evaluate the efficiency of sport public service produce.
