子曰：“道之以政，齐之以刑，民免而无耻；道之以德，齐之以礼，有耻且格。”
The Master said, “Lead the people with adminis trative junctions (
zheng
政
) and keep them orderly with penal law (
xing
刑
), and they will avoid punishments but will be without a sense of shame. Lead them with excellence (
de
德
) and keep them orderly through observing ritual propriety (
li
礼
) and they will develop a sense of shame, and moreover, will order themselves.”
