To modernize China’s system and capacity for governance is an all-encompassing task and a major goal. How is such a goal to be achieved?As General Secretary Xi Jinping has noted, “Developing socialist democracy is an inherent part of the endeavor to modernize China’s system and capacity for governance.” In other words, to modernize China’s system and capacity for governance and to improve and develop the system of socialism with Chinese characteristics, the question of who is to govern must be resolved first. To develop socialist democracy requires a people-centered approach to governance – the people should play the principal role in governance.
