本书第一版过后20年再版需要有某些理由。主要理由是当其在1960年出版后已为读者所完全接受，而且现在似乎仍有相当多读者存在。虽然书中提到的某些研究文献已经过时，但比较政治行为研究的基本思想和方法，对于那些对80年代政治感兴趣的人来说，仍没有失去其意义。
当约翰·霍普金斯大学出版社开始建议出版本书新版时，我起初的反应是作一次全面修订，或者最好是写一本新书来讨论原书已论述过的许多问题。然而我所承担的更重要的责任和义务排除了这种可能，至少是在未来几年。不过，如果不对最近的研究与本书内容的关系以及人们对本书的批评作一些讨论，就让它照原样付梓，似乎又太专横了。
因此，我增加了两章，即这一版中的第十四章和第十五章。第十四章对原来已探讨过的四个问题作了进一步阐述，即：“经济发展与民主”（第二章）、“工人阶级的集权主义”（第四章）、“法西斯主义”（第五章）、“阶级政治”（第七、八、九章）。第十五章，即最后一章，扩充了对“意识形态终结了吗？”（第十三章）这一问题的讨论；这部分内容是由以前发表的一篇综合研究这个问题的文章增订改写而成。 [1]
有些问题，如第三章论到的“社会冲突、合法性和民主”，或第十二章论到的“工会中的政治过程”，之所以在新增两章中未作进一步讨论，是因为我现在没有很多内容可增加。第六章论述的政治参与有所不同，这是过去20年做了大量工作的一个领域，不过这方面的一些经验发现基本上已纳入本书提出的结论。 [2]

在本书第一版问世以来的20年中，我一直在研究比较背景和美国背景下的政治发展，并从事这方面的写作。这一成果已以各种书和论文的形式发表。第六篇的内容部分引用了这方面的成果。
