4.1.1 Before construction，investigation outline shall be prepared according to the design document，construction investigation report shall be prepared and general construction investigation layout shall be drawn.
4.1.2 The construction investigation items shall include the following contents:
1 Construction conditions such as access roads，water source，power supply，communications，site conditions，drainage，spoil yard，land acquisition，and existing building/structure dismantling.
2 Type，quality，price and supplying capability of raw materials，semi-product，machine，tool and accessory.
3 Meteorological，hydrological，and geological conditions.
4 Labor force and equipment available.
5 Local living supplies，medical conditions，epidemic prevention conditions and customs.
