3.0.1　The storage cavern project shall be constructed according to the approved design document.Before construction，the design document shall be studied，the design purpose shall be understood，the site investigation and drawing check shall be well performed，technical preparations shall be made，and the implementation of the project shall be well organized.

3.0.2　Appropriate construction methods shall be selected according to factors such as geological conditions，technical means and economic indexes.

3.0.3　Construction plan shall be prepared before the construction of the cavern project is started.

3.0.4　For key sub-divisional works and divisional works critical for the construction quality and safety，special construction plans shall be developed，and shall be implemented after approval.

3.0.5　An information-based management system incorporating geological prediction and monitoring and measurement shall be developed and used during the construction of the storage cavern projects.

3.0.6　The structural members，equipment and main raw materials to be used for the project shall be subjected to acceptance inspection and shall be well kept.In the acceptance inspection，the quality certificate，performance test report，operation manual of each batch of products，as well as the inspection report and other certification documents of the imported goods，shall be checked.And re-inspection shall be made according to related current national codes and standards.The structural members，equipment and main raw materials shall not be used until they have passed the inspections.

3.0.7　The test laboratories shall have appropriate capabilities and conditions.The metering instruments and devices to be used for quality inspection and acceptance check shall not be used until they have passed the calibration.

3.0.8　Recheck system shall be used for construction survey.Relevant survey methods shall be used according to the survey accuracy requirements.

3.0.9　During the construction of the storage caverns，geological sketching of the working face and geological prediction as well as drainage shall be well performed.

3.0.10　Waterproofing and waterstopping shall be the main measure for waterproofing and drainage，while water discharge shall be restricted.

3.0.11　Unpon the completion of each process，the process shall be inspected according to the acceptance standard，and the next process shall not be started until it has passed the acceptance.

3.0.12　During the construction，the raw data and documents shall be collected，construction records shall be kept，and construction summaries shall be made according to the construction progress；in the project delivery acceptance，acceptance documents shall be submitted.Project completion acceptance shall be performed one year after the project is delivered and put into use.

3.0.13　During construction，the air quality at the construction site shall be measured，the blasting vibrations shall be monitored，and the contaminations or hazards to the environment imposed by dusts，exhausted air，wastes，noises and vibrations etc.shall be controled.
