Abstract

The “Shanghai Public Cultural Services Development Report（2021）”，which was launched at the end of “The Thirteenth Five＿Year Plan”and published at the beginning of “The Fourteenth Five＿Year Plan”，focuses on the ecological environment of public culture in the past two years，and presents the innovative exploration of Shanghai's public cultural services at both theoretical and practical levels，providing a reference for the high＿quality development of Shanghai's public culture in the Fourteenth Five＿Year Plan period，in the context of the integration of culture and tourism and the normalization of the prevention and control of COVID＿19 epidemic．
