Abstract

The year 2021 is the new starting point of China's new journey from building a moderately prosperous society to building a modern socialist country,and it is also the opening year of Shanghai's 14th Five-Year Plan. Implementing the spirit of the Fifth Plenum of the 19th Central Committee of the Communist Party of China,the Annual Report on Shanghai Cultural Industry Development highlights the new journey,implements the new concept and creates a new pattern as main line,and closely focuses on the characteristics of Shanghai's successful completion of the 13th Five-Year Plan and the full launch of the 14th Five-Year Plan. The Report studies the development trend and effective measures to promote high quality development,high quality of life and high standard of service for Shanghai's cultural industry in the context of moving towards a global city of excellence and in the face of the unprecedented global changes in a century.

With the theme of “The macro background and important mission of Shanghai's cultural industry in the 14th Five-Year Plan”,the general report analyzes the strong resilience of Shanghai's cultural industry and its efforts to optimize structure under the impact of the COVID-19 epidemic in early 2020. The general report points that in the 14th Five-Year Plan period,Shanghai's cultural industry will,in the new journey of building a socialist cultural power,establish a new concept,create a new pattern,focus on the overall goal of building a socialist modern international metropolis with world influence,in line with the laws and characteristics of mega-city development;and will also continue to promote the optimization and upgrading of industrial structure,achieve high-quality industrial development,and help Shanghai build an international economic,financial,trade,shipping and technological innovation city.

The first topic “Turning Danger into Opportunity and Building a New Industry Pattern”includes several papers and reports,such as“Turning Danger into Opportunity:New Dynamics of Shanghai's Cultural Industry”and “Shanghai to Create a New Industry of E-sports + Cultural Tourism:Current situations,Opportunities and Countermeasures”,which point out that the COVID-19 epidemic has had a negative impact on Shanghai's cultural industry,but it has also contributed to the accelerated growth of new cultural industries that are closely integrated with the digital economy and the Internet. Thus,Shanghai's cultural industry should take stock of the situation,vigorously promote the healthy growth of cultural and tec-hnology-based enterprises,transcend the crisis,restart prosperity and promote a new round of industrial upgrading.

The second topic “Transformation and Upgrading,Cultivating New Industrial Bodies”contains papers including“The Road of Shanghai Film Group Co. Ltd:Building a Film Industry Group with Strong International Competitiveness”and“Empowering the Construction of ‘Creative City’with Makers:Suggestions for the Development of Shanghai Makers Culture”. In these papers it is discussed that as a large state-owned studio group,Shanghai Film Group has provided important experience for Shanghai to deepen the reform of cultural system and mechanism;and Shanghai,as the city with the most active development of Makers culture and the most diverse emerging forces,has shown its valuable efforts to empower the construction of a global “creative city”with Makers culture,while also foreshadows the prospect of enhancing innovation vitality by fostering the culture of Makers.

The third topic “Innovation-driven,growing new industries”includes research results as“Creating a More Dynamic Digital Gaming Industry Cluster in Shanghai”and “An Analysis of the Originality of Shanghai's Musical Industry”,“Analysis of the Two-way Selection Strategy of IP Dramas and Premiere Platforms in the Context of TV and Internet Linkage”. The above studies note that Shanghai should actively create new industrial growth points and new business models according to the national policy of promoting consumption growth. The industries includes digital game industry,musical theater industry,digital content services linked with TV and Internet,etc.,to form a more dynamic R&D and distribution platform,attract more social resources to the cultural market, and stimulate new cultural consumption dynamics.

The fourth topic “Cross-border Linkage,Promoting Integrated Development of Yangtze River Delta” contains research results such as“Research on the Integration and Personalized Development of Cultural Industries in Yangtze River Delta Region”and “Research on the Development Strategy of Yangtze River Delta Performing Arts Industry under the Threshold of Integration”,pointing out that Yangtze River Delta has the most developed cultural industry,the most active cultural consumer market and the strongest foreign cultural trade in China. In the context of the 14th Five-Year Plan moving towards a new journey,the Yangtze River Delta cultural industry should give full play to the advantages of leading,each bringing its own strengths and interconnection,open up a new situation in the midst of changes,and firmly grasp the main lines of “one chess”and “integration”. The main line of “integration”will become a powerful engine to enhance the national cultural soft power.

The fifth topic “Expanding Openness:Building a‘Double-Cycle’Hub”includes research findings such as“Arts+:Arts Education at the Shanghai International Arts Festival in China”and “Building a UN Creative Gourmet Capital in Japan:Experience and Inspiration from Tsuruoka City”which point out that the construction of Shanghai cultural industries should actively serve the new development pattern of a large domestic cycle as the main body and a dual domestic and international cycle promoting each other;and cultivate new advantages for China's participation in international cultural cooperation and cultural trade under the new situation. Shanghai should play the role of national cultural exchange platforms such as the China Shanghai International Arts Festival to provide more cities along the“Belt and Road”with opportunities to share culture and art,and also learn from the experience of Japan and other developed countries to do more in heritage and innovative development.
