Abstract

40 years of reform and opening-up is an important period of rapid economic development in Inner Mongolia. The basic public services in Inner Mongolia have been increased and expanded，and marked progress has been made in the equalization of urban and rural areas，basic public services and facilities at all levels have been improved，The initiative to serve the people has been fully implemented，and the people’s “sense of gain” has been significantly enhanced. In particular，since the 18th National Congress，Inner Mongolia has closely integrated its work in the border areas inhabited by ethnic minorities，adhered to the new concept of development，continued to promote the equalization of basic public services on the basis of high-quality development and relying on targeted poverty alleviation projects，to maintain social harmony and stability，consolidation and development of national unity to make significant contributions. The theme of this paper is “the achievements and vision of public service in Inner Mongolia in the past 40 years of reform and opening-up”. General Report elaborated achievements of Inner mongolia basic public service system construction in 40 years of reform and opening-up The Special subject covers nine aspects：transportation，housing，education，employment，medical care，social security，culture，security and administrative services，the Inner Mongolia’s 40 years of experience in the construction of basic public services are recorded and summarized；the case studies selected from the 18th National Congress of the CPC，in the process of constantly exploring and innovating the ways of providing public services，the autonomous region has launched effective and leading practice measures in the whole country，based on the survey of satisfaction degree of urban basic public service and the survey of basic public service in rural and pastoral areas，this paper analyzes and discusses the public service objects and supply characteristics of urban and rural pastoral areas respectively. Presenting as comprehensively as possible the achievements，experiences，problems and future prospects in the construction of basic public services in Inner Mongolia in the past 40 years of reform and opening up，from the perspective of Public Service，it reflects the successful practice and experience of the socialist road，system，theory and culture with Chinese characteristics in the development of ethnic areas.
