Abstract： FDI brings innovation resources and changes the mode of enterprises’technology acquisition，it produces two kinds of effects to enterprise in host country，one is Self－R＆D，and the other is technology import in theory．The final results are influenced by the technological environment，because it affects the revenue and cost of enterprises’R＆D．This paper makes an empirical test by using the data of the middle business and enterprise from 1995 to 2014．The result indicates that：FDI has a little positive influence on enterprise’independent R＆D，and the interactive items between FDI and environment such as technology market，the protection of intellectual property rights and technical service have significant influences，it shows that technology environment positively regulates the relationship between FDI and enterprises’independent R＆D． Further analysis indicates that technology environment has comparatively greater regulating on non－state－controlled companies．Finally，this paper puts forward the suggestion to promote the enterprise’independent R＆D from advancing technology market construction，perfecting the system about the protection of intellectual property rights，accelerating the development of technical services and introducing the preferential policies．
