5.1.1 Site selection shall comply with the urban and rural development planning,relevant national laws and regulations,and project front-end work specifications.
5.1.2 Site selection shall follow the policies of saving and properly using the land,properly arranging the stations to local conditions,and maximizing land utilization.
5.1.3 Regional layout shall be designed properly according to the features and fire hazard of the stations,adjacent plants and facilities,and such factors as landform and wind direction.
5.1.4 The sites shall be kept consistent with the overall routing of the pipeline,provided that the hydraulic and thermal conditions of the pipeline are met,and longitudinal direction of the pipeline should be used for selection of the site.
5.1.5 The sites should be located where convenient transportation conditions and external supports are available.The site shall be connected to offsite roads as short and convenient as practical,and should be arranged close to power supply and water supply sources.
5.1.6 The stations should be located away from residential areas,schools,medical areas,research organizations and military zones,etc.
5.1.7 Site should be located at the upwind side of wind direction with minimum frequency throughout the year in the cities,towns and residential areas.In mountainous or hilly regions,the site shall not be located where wind is stagnant.
5.1.8 Site selected should meet the geological conditions and hydrological conditions for project construction.
5.1.9 Sites selected shall have a land area required for current construction,and shall have space for future expansion according to long term planning.
5.1.10 Sites should be arranged at locations where stormwater can be drained easily.
5.1.11 The sites shall not be located in the areas below:
a)Seismic areas with earthquake fault and seismic fortification intensity higher than 9 degree;
b)Zones with direct hazards such as mountain flood,mudflow,landslide,quick sand,and Karst cave;
c)Within mining subsidence(sliding collapse)area;
d)Within explosion hazard area;
e)Areas with severe geographical conditions such as thicker ClassⅢself-weight collapse loess,recently accumulated loess,and Class 1 expansive soil;
f)Zones subject to flooding and water logging such as low-lying land,marsh,and flood discharge area of rivers;
g)Protected area specified in national laws and regulations.
5.1.12 The fire separation distance from a station to its surrounding residential areas,adjacent factories,mines and plants,traffic lines,power supply cables and communication cables shall not be less than those indicated in Table 5.1.12,and shall comply with the following requirements.

3 The independent substation with rated voltage of 35kV and above in this table refers to the substation where one single transformer installed is designed with a rated capacity of 10000kV·A and above;the fire separation distance for 35kV substations with rated capacity less than 10000kV·A may be reduced by 25% of the value in this table.
4 The fire separation distance from the station to flowing oil well,gas well or gas injection well shall not be less than 40m;the fire separation distance from the station to mechanical oil well shall not be less than 20m.
5 The reduced distances specified in Notes 1~3 shall not be superposed.
6 The initial point for calculating the fire separation distance shall be determined according to Appendix B of this specification.
5.1.13 When the stations are constructed adjacent to the oil/gas stations,depots or plants operated by other enterprises,the fire separation distance may be determined according to Table 6.2.1 and Table 6.2.2.
5.1.14 When oil stations are arranged along river banks,they should be located downstream of critical buildings(structures)close to river.
5.1.15 Design of flood control and drainage at pipeline stations shall give consideration to the flood control and drainage facilities available at the locations where the stations are constructed.If no flood control and drainage facilities are available in the area,the design elevation of the ground at station sites shall be 0.5m above the design water level calculated based on the recurrence period of flood(including level of backwater and storming wave).Flood control shall be designed on a 50-year-return basis.
5.1.16 The fire separation distance from the flares at pipeline stations to surrounding residential areas,adjacent factories,mines and other plants,traffic lines,power supply cables and communication cables shall be determined through radiation heat calculation.And the fire separation distance for the flare that may carry flammable liquids shall not be less than those specified in Table 5.1.12.
5.2.1 The site of initial station for a crude oil pipeline should be selected with considerations to the locations of central processing station,oilfield storage facilities and oil depot,etc.,and they should be arranged closely.And its location shall be properly determined based on such factors as crude oil piping system and export direction.
5.2.2 The site of terminal station for a crude oil pipeline should be selected with considerations to the locations of refinery crude oil storage facilities,railway transfer depots,and crude depots at the ports,and they should be arranged closely.
5.2.3 The site of initial station for a product oil pipeline shall be selected with considerations to the locations of oil depots at refinery and port warehousing areas serving as supply source,and they should be arranged closely.
5.2.4 The site of terminal station and off-take stations for a product oil pipeline should be selected with considerations to the locations of commercial oil depots,port warehousing areas,and railway transfer stations,and they should be arranged closely.
5.3.1 The site of initial station for a gas pipeline should be selected with considerations to the locations of LNG gasification station and gas purification plant,and they should be arranged closely.
5.3.2 The site of terminal station for a gas pipeline should be selected with consideration to the location of the user's gate station,and they should be arranged closely.
5.3.3 The site of off-take station for a gas pipeline should be selected with considerations to the locations of gate station and direct users,and they should be arranged closely.
5.4.1 Accessway shall be provided close to the pipeline valve stations for inspection and maintenance.
5.4.2 The locations of pipeline valve stations shall satisfy the requirements of the pipeline,process and other disciplines.
5.5.1 Access roads for vehicles should be provided for the stations,and should be highway type roads arranged as short and straight as practical.In special cases,the access roads to pipeline block valve stations may be sidewalks,ramp ways or steps,etc.
5.5.2 The roads to which access roads to stations are connected should be highways.In special cases,the roads to which access roads to pipeline block valve stations connected may be pipeline-side roads or rural roads.
5.5.3 The width of access roads to process stations should be 6m and shall not be less than 4m;the width of road shoulders should not be less than 0.5m.
5.5.4 Parking areas should be provided outside the main access of process stations.
5.5.5 The grade of access roads to process stations shall be equivalent to that of onsite roads.
