1.0.1 This code is prepared for the purpose of making the design of steelmaking projects conform to the provisions of current national and industrial technical policies and related standards and codes,unifying project construction standards,improving project design quality and realizing technological advancement,economic rationality,energy conservation,environment protection,safety,reliability,simplicity,practicality and convenient management.

1.0.2 This code applies to the design of new or modified steelmaking projects with converter or EAF as main melting equipment.

1.0.3 The design of steelmaking projects shall earnestly implement national policies for the development of iron and steel industry,adhere to the principles of clean production and cyclic economy,raise the level of environmental protection and comprehensive resource utilization,and save energy and reduce consumption.Moreover,on the basis of continuously summarizing experience from production practice,active efforts shall be made to adopt mature and reliable new technologies,new processes,new materials and new equipment,raise the technical level of design and reduce construction cost and operating cost.
