This Code is developed by Qingdao Enpal Chemical Engineering Co.,Ltd.and relevant organizations with the help of the oil reserves office under the National Development and Reform Commission and the National Oil Reserves Center based on the requirements of Document Jian Biao[2005]No.125 issued by Ministry of Construction(MOC)- Notice on Printing the Development and Revision Plan of National Engineering Construction Standards in 2005( Second Batch ).
The oil storage method of underground water-sealed cavern oil storage features high safety,small impact on surface environment,small occupied farmland,much less steel consumption,undamaged oil or oil product quality,and slight oil or oil product loss.Since its advent in Sweden in 1950s,a number of similar oil storages of such kind that store crude oil or oil products have been built in North Europe,South Korean,Japan,etc.Rich experience in their design,construction and operation has been accumulated,and standard have also been established.In China,such oil storages were built to store crude oil and diesel as early as in 1970s,and water-sealed LPG cavern storages were built in 1990s.China has accumulated certain experience in their design,construction,and operation.
In preparing this code,the development team made investigations and studies of the existing watersealed oil cavern storages across our country and summarized China's experience in the design,construction,and management of water-sealed oil cavern storages,as well as the built and building watersealed oil cavern storages in South Korea an Northern Europe,and in addition,made investigations of water-sealed oil cavern storages and referred to related regulations and standards at home and abroad.Necessary studies and technical discussions in relevant subjects were carried out.The development team reviewed and finalized this Code based upon comments from a number of relevant designs,production,and fire control authorities and entities for its preparation after its main articles were repeatedly modified.
The code comprises 15 chapters and 3 appendixes,and mainly includes General Provisions , Terms and Definitions , General Requirements , Site Selection , Engineering Investigation , General Layout , Storage and Transportation , Underground Works , Fire-fighting Facilities , Water Supply and Drainage and Wastewater Treatment , Electric , Instrumentation and Control , Heating Ventilation Air Conditioning ( HVAC ), Health , Safety And Environment Protection ( HSE ), Energy Saving ,etc.
The provisions printed in bold type are compulsory ones and must be implemented strictly.
