4.4.1 Construction Execution Plan and Special Construction Execution Plan shall be developed under the organization by the project manager of the construction contractor，approved by the technical or construction director at home office，or approved by other duly authorized designee.When a project is contracted to several contractors，each contractor should develop separate Construction Execution Plan for the work within its scope.
4.4.2 Crucial Construction Method Statement shall be developed by the project discipline technicians under the organization by the project technical manager of the construction contractor，and approved by the technical director of the construction contractor at home office.
4.4.3 Special Construction Method Statement shall be developed by the project management and technical staffs under the organization by the project manager of the construction contractor，reviewed jointly with the HSE department and approved by the technical director at home office.For projects with construction contractor and subcontractors，the Special Construction Method Statement shall be signed by the construction contractor's technical director at home office and by the subcontractor's technical director at home office.
4.4.4 Ordinary Construction Method Statement shall be developed by the project technician，and approved by the project technical manager.
4.4.5 Construction Operation Instruction shall be developed by the discipline technicians，and approved by the project or discipline technical manager.
