4.3.1 Construction Execution Plan shall be developed for the grassroots,revamp,expansion,turnaround maintenance or modification project,and should be compiled into separate volumes on a project basis.When the project comprises several monomial projects,a General Construction Execution Plan shall be developed for the project,and an individual Construction Execution Plan is required for each monomial project.Depending on the sizes of the unit projects,the Construction Execution Plan may be waived for the unit project in architecture and installation,and for the turnaround maintenance or modification project independently undertaken by the construction contractor if thus approved by the owner/supervision contractor.However,Construction Method Statement shall be developed.
4.3.2 Special Construction Execution Plan shall be developed for the following works:
a)Temporary power supply works for construction(except those already provided with construction execution plan).
b)Unit projects with confined work space,high hazard and interfaces with other disciplines.
c)Mechanical test for oversized machine trains.
d)Works required for development of Special Construction Execution Plan in accordance with applicable codes and standards.
4.3.3 Crucial Construction Method Statement shall be developed for the following works:
a)New technology,new material and new process for first application.
b)Bulk concrete works with single continuous pouring of 1000m 3 and above.
c)Thermal-insulating and abrasion-resistant lining works.
d)Site assembly welding of Class III pressure vessels,equipment of reactor-regenerator system in catalytic cracking plant,and site fabrication of large-size aluminum and stainless steel silos.
e)Installation and test of machine trains with design outlet pressure no less than 10MPa or rotating speed no less than 10000r/min.
f)Welding and installation works of Class SHA1 piping specified in GB 50517.
g)Lifting operations for work pieces with weight of 100t and above or with length of 60m and above.
h)Welding and heat treatment of nickel and nickel alloy,zirconium,titanium,aluminum magnesium alloy and chrome-molybdenum steel with chrome content no less than 5%.
i)Pools with volume above 10,000m 3 .
4.3.4 Special Construction Method Statement shall be developed for the following works:
a)Buildings and structures with storey number of 25 and above,single span of 30m and above,storey height of 24m and above,or total height of 50m and above.
b)Concrete structures with single continuous pouring of 500m 3 and above or lifting weight of 50t and above.
c)Concrete chimneys.
d)Ground mounted tubular steel scaffolding works with height of 24m and above.
e)Steel frameworks and tower structures with height of 100m and above.
f)Pneumatic test for equipment at pressure of 0.6MPa and above and pneumatic test for piping at pressure of 1.6MPa and above.
g)Lifting machinery erection works.
h)Erection and test of substations in rated voltage of 110kV and above.
i)Plant demolition works.
j)Any Construction Method Statement required for development in accordance with the applicable codes and standards and the requirements proposed by the local quality and safety supervision authorities,and approved by the construction contractor's technical director at home office.
4.3.5 Ordinary Construction Method Statement shall be developed for works except those specified under Article 4.3.3 and 4.3.4 of this Specification.
4.3.6 The plan for development of Construction Operation Instruction shall be clearly stated in the Construction Method Statement.
