“The Research on the allocation of the university intellectual property resource” is based on the general theories: three screw theory, transaction cost theory, agency theory and property entrusted—theory. Because our country let the scientific powers and independent innovation be the national strategy, college, as the research object, will be the Chinese scientific and technological innovation, knowledge innovation, and the intellectual property rights. To increase the university of the intellectual property rights created and intellectual property rights market applications, from our universities? intellectual property rights this present situation, on the analysis of the intellectual property resources allocation efficiency, this paper is based on the analysis from the universities of intellectual property ownership defined and intellectual property mercerization commercialized, discussing how to perfect the relevant system and establishing incentive mechanism, and realizing the intellectual property create maximization and application of the market value maximization.
