Great progress has been made in the restoration of Tang Statutes using the historical documents handed down and the newly found Tiansheng Statutes, but different plans exist as to the restoration of Monks' Registers. This involves not only the specific regulation systems in the Buddhist and Taoist administration, but also the problem of how we understand the administration of particular groups like Monks and Taoists in relation to that of the populace. The Tang Dynasty saw great prosperity of the religions of Buddhism and Taoism, and government's administration over the Buddhists and Taoists was incarnated in the registration system centering the monks' registers. Arising from the registration system for the populace, it was a new development of the latter. Based upon researches into such problems as the Buddhist registration through the newly excavated sources in Turfan, this essay argued that there should be recorded articles of the Buddhist registration once every three years and of yearly report of alteration in Tang Statutes.
