The present research intends to gain insight into the relationship between language and identity，and how an identity is constructed through discursive strategies，and tries to draw a complete picture of the particular characteristics of the distinctive identities of Hong Kong people from both a constructive and a discursive perspective，aiming at gaining insight into the Hong Kong issue through the tools provided by discourse analysis，and more particularly critical discourse analysis. That is，this study will be based on the critical analysis of the texts of the Hong Kong governments’Policy Addresses. In contrast with the perspectives like sociology or psychology of the HK people’s perception of their identity from which a series of studies have been focusing on HK identity，the present one is only concerned with the ways in which the HK governments define and present the identities of their people. Thus the present research will display the relationship between language and the identity discursively constructed in discourse. And the aim of this research is to describe how the HK governments’PA presents and constructs the distinctive identities of HK through the use of language and discursive strategies.
Thus from the above mentioned it becomes increasingly clear that there is a need to contribute to the account of sociolinguistics that this piece of research is intended to meet with its advantageous position consisting in that the scope of this research is ample and rich，and that a wealth of aspects enter into play: the need to gain an understanding of the community，plus the particular historical moment they are going through，understanding also the discursive strategies applied in the highly institutionalized genre—PA，and the process that the representative of the power，the government，is trying to construct the ideologies of the public through discourses.
Hence the piece of research seems to lie midway between linguistic and social interests since，when we come to take into account language users，social situations and culture at large，we move away from the traditional scope of linguistics and get closer to the domains of social sciences. At the same time，a social problem is dealt with from the perspectives of discourse and language use.
Moreover，it is noted that the present author engages in this task from the perspective of an outsider. Being born and brought up outside Hong Kong and an outsider to HK can prove positive since it allows a more or less neutral position in the observation and interpretation of the events. The author also hopes that the present analysis of the Hong Kong governments’Policy Address can contribute to a more conscious and critical reading of political discourse and also help to achieve a better understanding of the community of HK and its people and help the country in HK policy planning in the future.
