Abstract Probity culture construction is an important part of the construction of advanced socialist culture，and one effective path toward promoting psychosocial quality of the populace.For the success of probity culture construction，it should be highlighted the joint effort of city government，community worker and inhabitant to probe an efficient approach.In this research，by the Organizational Culture Theory and along with the practical experiences of Yuzhong district of Chongqing，we tentatively construct the probity culture model on four aspects as the following：Firstly，via questionnaire and document analysis method，to obtain the preliminary data on the culture，ideology，and social mentality of certain region.Secondly，constructing competence construction model，behavior standard of Discipline Inspection Committee cadres，Community workers and the populace respectively as criteria to evaluate their performance，and build pointed training systems.Thirdly，building material carrier as a path to connect the internalized probity cognition with external environment.In addition，establishing the system of assessment of results to evaluate the process and result of probity culture construction to form a practical model of probity culture construction on a national scale.
