【 摘要 】“连裆裤”，是我国在计划经济时期对财政和银行关系的一种形象说法。财政与银行（信贷）的紧密联系是现代经济中的必然现象，“连裆裤”关系是客观存在的，只不过在不同历史时期体现不同的“接合”方式，体现不同的特点。理论和实践都表明，财政银行关系或财政与信贷的关系是政府运用经济手段进行宏观经济调控中必须处理好的一个问题，需要根据不同时期财政银行关系的特殊性及其连接点来使二者之间的相互支持、相互配合更加规范、协调。

Abstract： “pants with close crotch”is a figurative way to describe the relationship between public finance and banking system during the period of plan economy.The close tie between public finance and bank（credit）is pervasive in modern economy.“Pants with close crotch”is an objective existence,but it shows different joint methods and traits according to different historical periods.Both theory and practice show us that,while the government use economic instruments to regulate macro-economy,the relationship between public finance and bank or between public finance and credit they must see to it that must be handled properly.The government should make the mutual support and the interactions between the above mentioned elements standardized and coordinate according to their uniqueness and respective joints.
